Position: Regional MERRL Officer
Placement: SAfAIDS Regional Office, Harare, Zimbabwe
Background:

We are looking for a data-savvy, data development and knowledge management, analytical individual with proficiency in statistical computer packages, efficient and multiple assignments skilled MERRL Officer for our Regional Office (RO). The Regional MERRL Officer will support the development of SAfAIDS MERRL frameworks (log-frames, Theory of Change, performance monitoring plans, data quality assurance standards, guidelines and MERRL tools). She/He/They ensures appropriate and consistent utilisation of data collection and reporting tools and data quality assurance standards by SAfAIDS programmes and partners. She/He/They supports SAfAIDS programmes and partners to ensure that MERRL data is collected, captured and reported on time. She/He/They will closely collaborate with Country Representatives (CRs) and Country Focal Persons (CFP) to ensure data flow from country to regional office. She/He/They will review and consolidate monthly, quarterly and annual MERRL reports, and quarterly and annual MERRL workplans. The regional MERRL Officer will do analysis of all collated data, and reflect this analysis with outlined implications for programming direction, financial and other organizational dimensions; within the MERRL reports they generate. She/He/They will strengthen MERRL capacity of SAfAIDS programmes staff and Implementing Partners (IPs) to ensure timely collection and reporting of accurate high-quality data; this includes ensuring consistent and correct use of monitoring, evaluation, research and reporting tools both in SAfAIDS and among its partners.
Requirements:
- Minimum qualification is a relevant University degree in Statistics, Operations Research, Monitoring and Evaluation, Economics, Information Systems or any Social Sciences. Master’s degree in Data Analytics, Biostatistics/Statistics, Population Studies, Monitoring and Evaluation or any relevant field is an added advantage.
- Minimum of 4-5 years relevant regional experience in MERRL, research methods both quantitative and qualitative, knowledge management, data analytics from multiple sources, data visualization and stakeholder capacity strengthening.
- Deadline conscious, multi-tasking and work prioritisation.
- Proficient with computer statistical packages e.g., SPSS/STATA/SAS, Kobo, ODK, Excel, and Access including use of mobile applications for MERRL.
- Ability to write analytical reports, clearly presenting data, reviews and success stories.
