Position: Regional Grants and Compliance Officer
Placement: SAfAIDS Regional Office, Harare, Zimabwe
Background:

We are looking for a quality conscious, agile, results focused, systematic planner, risk mitigator, efficient and multiple assignments skilled Grants and Compliance Officer for the SAfAIDS Regional Office. The Regional Grants and Compliance Officer ensures that grants are disbursed in line with the proposal and budget approved by the donor. She/He/They is responsible for pre-grant assessments processes and for advising which partners qualify to receive grants. They monitor all SAfAIDS grants, reviews all liquidations and produce high quality monthly, quarterly and annual financial reports for submission to Deputy Director Finance and Support Services (DDFSS). They produce timeous financial reports for various designated programmes, highlighting under and over expenditures including ensuring that all financial reports comply with generally accepted accounting standards. The Regional Grants and Compliance Officer conducts grant monitoring visits to SAfAIDS Country Offices and various partners ensuring that they are complying with the requirements of specific signed grants. She/He/They has a financial accounting role to ensure that expenditure is done in line with approved budgets and that supporting documentation is complete. She/He/They liaises with partners, banks, debtors and creditors to ensure payments are done on time. They also monitor and support SAfAIDS partners on all compliance issues and provides capacity strengthening as required. She/He/They conducts due diligence on partners to ensure that funds are utilised as outlined in the sub-grant agreement. She/He/They ensures SAfAIDS organisation compliance with donor requirements and relevant laws and regulations. Internally, they ensure compliance with SAfAIDS policies, procedures and internal controls.
Requirements:
- Minimum qualification is Degree in Finance/Accounts/Business Administration/Business Management with specialization in finance or accounting and Post Graduate qualification on related areas e.g., ACCA/CIMA.
- Minimum of 3-5 years relevant experience in grants or partnerships administration and management support for civil society organisations including NGOs, development partners and UN agencies.
- Good knowledge of humanitarian donor guidelines and procedures.
- Strong track record of managing multiple budgets, financial monitoring and analysis in project cycle management including maintaining systematic and transparent records for accountability and auditing.
- Strong partner monitoring, mentorship and capacity strengthening.
- Advanced computer literacy skills e.g., Ms Excel, Pastel Evolution and data analytics.
- Excellent English communication including financial, grants and compliance reporting skills.
