This External Mid–term Review was conducted for SAfAIDS’ three–year Sustainable Communities of Real Excellence (SCORE) Programme, which is implemented through strategic regional and national partners in Lesotho, Malawi, South Africa, Swaziland, Zambia, and Zimbabwe. The three year programme phase started on the 1st of July 2014 and is ending on the 30th of June 2017. The programme responds to HIV, Gender–based Violence (GBV) and Sexual Reproductive Health and Rights (SRHR) needs of high risk and vulnerable groups, notably young people aged 10–24 years, women aged 25 years or older and key populations, especially sex workers, and young offenders in prisons. Its goal is to contribute to a sustained 50% reduction in new HIV infections and improved positive sexual and reproductive health (SRH) outcomes for communities in Southern Africa by 2017. Its three strategic objectives are to:
i. Promote access to strategic, evidence-based HIV, GBV prevention and SRHR information and services that enhance preventative behaviours and demand for SRHR services by young people aged 10–24 years in southern Africa by 2017;
ii. Scale up SRHR interventions that promote prevention of HIV and GBV and enhance referrals and uptake of key SRH services for vulnerable women 25-49 years (in prisons and informal settlements surrounding mines and farms) in southern Africa by 2017;
iii. Promote the rights of key populations to address human rights issues of key populations to prevent HIV, TB, GBV, and homophobia to enhance access to non-stigmatized SRH & Rights information and services.
